DESCRIPTION:NOTICE IS HEREBY GIVEN\; the Police Reform Committee for the To
 wn of Hunter Police Department will hold meetings to accept public comment
  via Zoom on 3/8/21 at 7PM. Please email the Committee  at hunterpolicer
 eformcommittee@gmail.com by 5PM EST to request the link.\n\nTown of Hunter
  Police Reform &amp\; Reinvention Committee \n\nDraft Resolution (updated
  3/7/21)\n\nBy way of Governor Cuomo’s executive order #203\, “in the 
 wake of the police-involved death of George Floyd in Minnesota”\, The To
 wn of Hunter Police Reform &amp\; Reinvention Committee puts forward the f
 ollowing recommendations to be adopted by the Town Board in a Resolution:\
 n\n 	Dedicate the resources necessary to complete a comprehensive Town of 
 Hunter Police Policies &amp\; Procedures Manual by December 31\, 2021. The
  manual needs to include specific code of conduct and accountability polic
 ies with respect to social media\, background/hiring policies\, and civil 
 rights. The following policies have already been adopted by the Hunter Pol
 ice Department and will be explicitly codified in said manual:\n\n 	Use of
  physical force\n 	Use of firearms and deadly physical force\n 	Procedure 
 following any firearm discharge\, whether accidentally or in performance o
 f duty\n 	Death in custody reporting\n 	Ban on chokeholds or any similar r
 estraints\n 	Entitlement to medical or mental health treatment for individ
 uals under arrest or in custody\n\n\n 	Establish training requirements\, i
 ncluding evidence of completion\, for all members of the police force to i
 nclude but not limited to the following:\n\n 	Racial/Implicit Bias and Gen
 der Bias training\n 	Use of Force training\n 	Mental health situational tr
 aining\n\n\n 	Establish a civilian comment system for interactions with th
 e Town of Hunter Police that offers a simple and easy way to communicate a
 ny issues with individuals or the department in general. The system must a
 lso allow for anonymous/confidential complaints as well. The comment syste
 m should include transparency and appropriate actions of accountability sh
 ould be applicable.\n\n 	Require officers to distribute contact informatio
 n on a card during any interaction. Card should contain officer name\, bad
 ge number\, phone number of police and link to civilian comment web addres
 s where compliments or complaints can be registered.\n\n\n 	Continue the t
 rend and increase efforts to treat addiction as health issue\, rather than
  a crime\, deploying diversion therapy as alternative to incarceration as 
 soon as possible in Town of Hunter Police interaction with individuals\n 	
 Proactively integrate\, systematize\, and integrate cooperation with menta
 l health professionals\, including MCAT\, Mobile Crisis Assessment Team\, 
 as alternative to arrest/incarceration.\n 	Commit to no less than 2 town h
 alls annually\, with a focus on police and community relations. Ensure mee
 tings meet “public notice” qualifications and are distributed widely.\
 n 	The New York State Police &amp\; NYS DEC officers and forest rangers pr
 ovide a significant amount of law enforcement here in the town of Hunter.
   We urge the Town Board to request that ALL State Police agencies underg
 o the same "Reform and Reinvent" analysis that county and local police age
 ncies have undertaken.\n\n&nbsp\;
