DECLARATION CONTINUING A LOCAL STATE OF EMERGENCY FOR THE TOWN OF HUNTER DUE TO SEVERE FLOODING

WHEREAS, Section 24 of the New York State Executive Law authorizes the Chief Executive of a political subdivision to proclaim and extend a local state of emergency within any part or all of the territorial limits of such political subdivision; and

WHEREAS, on July 29, 2026, Emergency Order No. 2026-01 declared a Local State of Emergency for the Town of Hunter due to severe rainfall resulting in significant flooding, hazardous roadway conditions, road closures, and damage to public infrastructure; and

WHEREAS, storm impacts continue to exist throughout the Town of Hunter and conditions continue to require coordinated emergency response and recovery efforts; and

WHEREAS, additional time is necessary to complete storm cleanup, remove debris from public roads and infrastructure, address hazardous conditions, and ensure the safety of residents, visitors, and emergency personnel; and

WHEREAS, extraordinary measures remain necessary to protect life, preserve public property, and coordinate ongoing emergency response and recovery operations;

NOW, THEREFORE, I, Sean Mahoney, Town Supervisor of the Town of Hunter, pursuant to the authority vested in me by Section 24 of the New York State Executive Law, hereby continue the Local State of Emergency within the Town of Hunter, effective immediately on July 30, 2026.

It is hereby ORDERED that:

1. The Local State of Emergency shall remain in effect for an additional period of two (2) days, unless extended or rescinded sooner by subsequent Executive Order.
2. All residents and visitors are urged to avoid unnecessary travel in areas affected by storm damage. Motorists shall not drive through flooded roadways, around barricades, or into areas closed due to debris removal or emergency operations, as doing so endangers lives and interferes with recovery efforts.
3. Town departments, emergency services, highway personnel, and all available resources are authorized to take all necessary actions to protect life and property, including but not limited to:
   1. Closing roads affected by flooding, washouts, or storm damage;
   2. Removing debris and addressing hazardous conditions;
   3. Repairing or stabilizing damaged public infrastructure as emergency conditions permit;
   4. Coordinating with Greene County, New York State agencies, utility providers, contractors, and emergency response partners;
   5. Undertaking emergency protective measures necessary to safeguard the public.
4. Residents are advised to remain alert for changing conditions, monitor official Town communications, and follow all instructions issued by emergency personnel.
5. Any person interfering with emergency operations or disregarding lawful closures or emergency directives may be subject to penalties as provided by law.

This Declaration is issued to facilitate the continued response to this flooding emergency, support storm recovery operations, and ensure the protection of the health, safety, and welfare of the residents and visitors of the Town of Hunter.

WHEREAS, the Town Supervisor of the Town of Hunter has determined that severe rainfall has resulted in significant flooding, hazardous roadway conditions, road closures, and damage to public infrastructure throughout portions of the Town of Hunter; and

WHEREAS, these conditions pose an immediate threat to the public health, safety, and welfare of the residents and visitors of the Town of Hunter; and

WHEREAS, extraordinary measures are necessary to protect life, preserve public property, and coordinate emergency response efforts;

NOW, THEREFORE, I, Sean Mahoney, Town Supervisor of the Town of Hunter, pursuant to the authority vested in me by Section 24 of the New York State Executive Law, hereby declare that a Local State of Emergency exists within the Town of Hunter effective immediately on July 29, 2026.

It is hereby ORDERED that:

NOTICE OF PUBLIC HEARING; Please take notice that a petition for municipal annexation has been filed with the Village of Hunter Board and the Town of Hunter Board by Four Seasons Hunter, LLC relating to an approximate total of +127 acre parcel of land proposed to be annexed to the Village of Hunter, which land is generally described as a point located along the northeasterly boundary of Main Street at the intersection with the division line between lands now or formerly of Four Seasons Land Corp. (Tax Map Parcel 164.00-2-19).

The Village of Hunter Board and the Town of Hunter Board shall hold a joint public hearing upon said proposed municipal annexation at the Hunter Town Hall, 5748 Rte. 23A, Tannersville, NY at 5:00 p.m. on Tuesday, June 16, 2026. All people wishing to be heard shall be heard at that time.
